For the Comoros, it was Nour El-Fath Azali, private adviser and son of President Azali Assoumani, who made the announcement last December on the sidelines of COP 28, the world climate summit held in Dubai.

Prior to this announcement, in September 2023, Comorian President Azali Assoumani met his counterpart in Abu Dhabi and signed cooperation protocols in various fields: education, health, diplomacy and tourism.
Other agreements with the United Arab Emirates are under way, according to our sources, for the takeover of hotel facilities and the extension of Prince Saïd Ibrahim international airport.
As far as Madagascar is concerned, during his participation in the World Governments Summit, held in Dubai from 12 to 14 February, the Malagasy Head of State, Andry Rajoelina, held a series of meetings with business leaders, including the head of Emirates. According to our sources, Emirates is opening official talks with the Malagasy government with a view to serving the Big Island. Madagascar Airways, the national airline, has not operated international flights since the end of last year.
These are operated by foreign airlines such as the French company Corsair on a code share basis.
